On 12/17/99, President Clinton signed the Work Incentive Improvement Act of 1999 into law.  Consumers can work and keep benefits while merging into the main stream. The Work Incentive Improvement Act of 1999 passed the Senate June 16th with 99 votes.  Senator Pete V. The United States Supreme Court issued its Olmstead decision on June 22, 1999, holding that it is a violation of the ADA  to place consumers in institutions rather than in community settings "when the State’s treatment professionals have determined that community placement is appropriate, the transfer from institutional care to a less restrictive setting is not opposed by the affected individual, and the placement can be reasonably accommodated, taking into account the resources available to the State and the needs of others with mental disabilities."  For more information visit the Olmstead v.
